I've noticed this as well this season compared to last. Many questionable out of bounds calls so far this season regarding the rule.

Until they change the rules about overall school enrollment, there's no way to change it. If overall enrollment was ignored as a factor, you'd have to find an alternate method of evaluating who should and who shouldn't be in AAA.
