Actually I believe the point was to imply that wrestlers from R2, R3 and R4 are not as worthy of being at states as R1 wrestlers. That is the way it came off anyway....

After the first three rounds we will re-pool for the championship round. Teams will be placed in a pool with the teams from other pools with the same winning record for the final two duals.
