Do any WV high school VARSITY basketball teams schedule and play any JUNIOR VARSITY basketball teams of other schools? Or is all basketball competition strictly varsity versus varsity and JV versus JV?
I appreciate your input so I can gain a better understanding.

The state tournament qualification process needs to be improved first and foremost.

Yes. Cameron allows JV's to wrestle their tournament. I would have guessed that you knew this since you knew EF wrestled EF.
