CONSTITUTION
(SCC) BY-LAWS
2006-2007

PREAMBLE
 
We are committed to bringing children to a high level of achievement on the mat and off; to develop positive selfconcepts; to enhance social and emotional growth; to cultivate individual strengths and talents in a supportive environment where wrestlers learn the rewards of hard work, the value of good sportsmanship, the virtues of discipline, the lessons of fairness, the joy of winning, and dealing with losing; and finally, to learn their responsibilities as members of a team and their community, whereever they may be.
 
We, the people from the Southern Coalfields of West Virginia, do hereby establish a Conference for the purpose of teaching the fundamentals of wrestling and sportsmanship. The conference shall be known as the Southern Coalfield Conference (SCC).

I. PARTICIPATION
 

A. Each team entered should take sign-ups for their squads which should consist of wrestlers returning from their team last season and new wrestlers interested in participating.
 
B. All fees to wrestlers for participation are left up to each individual team.
 
C. A wrestler cannot reach their 13 th birthday prior to 01/01/--. All wrestlers are recommended to be at least 5 years old, however younger wrestlers may participate upon the discretion of their parents.
 
D. Wrestlers who are a member of a Jr. High wrestling team and/or have wrestled at least one match during the current season, are not eligible to participate in this conference.
 
E. All wrestlers are required to submit a valid birth certificate to the SCC President if requested to do so.
 
F. It is recommended that all kids have physicals before being allowed to wrestle.
 
G. A wrestlers age on 01 January of the current season is their age for the season including the SCC Tournament.

II. TEAM GUIDELINES
 
Territory for recruiting wrestlers will be the same as school districts they attend, you can't go outside of your district to recruit wrestlers. Coaches must refrain from recruiting wrestlers that are on other teams in SCC. Such conduct will not be tolerated and could lead to banishment from the conference. All wrestlers must stay with their original team from year to year and may not switch teams thereafter unless the below guidelines are met. A wrestler wrestling on a team before a team in that district comes into the conference has a choice to wrestle for which team they wish. Wrestlers that want or need to switch teams must have a valid reason to wrestle for another team, being approved by these 2 teams coaches and if the conferences president agree to the switch. Any wrestler may sit out an entire season and then be free to wrestle with any team of their choice. It must be stated that dissatisfaction of a coach or teams performance is not valid grounds to switch teams. Everyone must understand that the conference govering body will act in such a way that will be in the best interests of the entire conference and not one team or individual.

III. WEIGHT CERTIFICATION
 
We will have weigh-ins prior to every weekend match and all wrestlers are required to take part in each.  On weeknihgt duals we will use the honor system.
 
1.There will be a 1/2 pound weight allowance for the first weigh-in.
 
2. At the final weigh-in prior to the SCC championship tournament there will be a 1 pound growth allowance. The home team will be responsible for providing scales for weigh-in. It is the responsibility of each coach to ensure that the weights given are accurate. At the offical weigh in, 2 coaches from each team shall be present. All other coaches and parents shall remain outside the weigh-in area.

V. CODE OF CONDUCT/DISCIPLINARY ACTION
 

A. GENERAL
 
1. All wrestlers and coaches are expected to uphold all rules and guidlines set forth in the high school rule book and these pages.
 
2. A wrestler or coach who is ejected at any time for unsportsmanlike conduct and/or flagrant conduct are sometimes necessary to maintain discipline. Coaches should use good judgment before levying any suspension.
 
3. Any SCC officer, executive council, coach, or persons found to be functioning in any official league event while under the influence of drugs, alcohol, or any illegal substance shall be removed from the SCC immediately. NO EXCEPTIONS!!
 
4. Profanity, insubordination, or disrespectful conduct by any officer, executive council, coach, wrestler, or any other person involved in SCC activities shall not be tolerated. A code of conduct form is to be signed by all parents, coaches, and league members. Disciplinary action by the SCC is mandated by this article for each offense.
 
5. Any suggestions, questions, or complaints pertaining to any member of this conference are to be addressed to that particular individual in an effort to seek an agreement or resolution to the issue. Any unresolved issues will be referred to the executive council. Unresolved issues going before the board must be in writing.
A. Both complainant and defendant must be present before any action may be taken by the executive council.
 
B. If the defendant refuses to attend, the executive council may act, provided all actions, discussions, and decisions be provided to the defendant in writing.
6. Full reports on any grievance or complaint must be included in the minutes of the meeting where final disposition is reached.
 
7. Final disposition on any grievance or complaint shall require2/3 vote of the total executive council.
 
8. Any reprimand issued by the executive council must be in writing and included in the minutes.
 
A. Possible causes for reprimand shall include, but are not limited to harassing a coach or sponsor.
 
B. The executive council has agreed on the following steps to be taken towards any participant, parent/guardian, or other relative that violates these rules, and not in any particular order:
 

1. Written waring
 
2. Child will sit out one weekend match; the child and guilty party will not be permitted at the event.
 
3. Removal from the SCC and not be reinstated.
 
C. Further, these steps accumulate from one year to the next. Any letter of reprimand shall be kept on record, with executive council approvals for any reinstatements.
 
D. Failure to cooperate with this article shall result in immediate dismissal from the SCC without reinstatement.

VI. LEAGUE PROCEDURES
A. REGULAR SEASON MATCHES
 
1. In case of a tie, head to head competition will be the first tie-breaker, then over all point differential, and finally a coin flip.
 
2. All wrestlers must participate in at least half of the regular season matches and a team as a whole is only excused to miss 1 match to be eligible for the post-season tournament.
 
3. Licensed referees are to be used at all SCC sanctioned events.
 
4. Teams from outside of our conference may compete at SCC matches.
 
5. It is the responsibility of the host team to contact all of the teams involved in the upcoming match by prior to the match to designate a day, time, and a place for the pairings meeting. (Please give as much advance notice as possible)
 
6. Admission for matches is adults$3.00 ,Students$2.00, and 6 & Und./preschool free.
 
7. On Saturday matches we will run the round robin system and break the age groups down to different times 6 and under weigh- ins will open at 7:00 and close at 8:00 wrestling will begin at 8:30 7-9 weigh-ins will open at 9:00 and close at 10:00 wrestling will begin at 10:30 10-12 weigh-ins will open at 11:30 and close at 12:30 wrestling will begin at 1:00 we will be running two-three mats and matches should go a bit quicker with getting a jump on two hours off just one age group at a time on two-three mats should speed things up, and in an attempt to keep more of a team feel to the matches we section off the first few rows of bleacher's for each team hopefully keeping all the kids with their team and after a couple of hours of 6 and under we will be done and just move the 6 and under out and the 7-9 in and just move right on with the 10-12 were going to try to efficient, and all matches and round robin brackets will be posted and updated for everyone to look at and know exactly what's going on and who their kids are wrestling. On Sunday matches we will run a tournament style format 8 man double elimination brackets and round robins for few weight classes that don't have very many kids in them but only because it's a Sunday match and we wouldn't have time for anything else.
 
8. At least 2 matches will be held on the mats at one time to keep the lenth of the match reasonable.
 
9. Periods will be 1-1-1.
 
10. Teams are asked to send as many wrestlers as possible to all SCC schedules events. (If you have a sick or injured wrestler, please notify the host team).
 
11. Each team is responsible for their fans behavior. Fans are not allowed to intimidate wrestlers. Officals have the authority to expel unruly fans from the wrestling area if they become unruly (causing a disturbance, using profane language, intimidating wrestlers) if this occurs the match will be stopped and the authoritys will be called and wrestling will not resume until that fan or fans are removed from the area.
 
12. All wrestlers must enter the age group that their birth date qualifies them for. No wrestling up, unless approved by executive council.
 
B. SCC CHAMPIONSHIP TOURNAMENT
 
1. Wrestlers will be seeded based on their performances in SCC play only.
 
2. Each team will designate one wrestler per weight class in each age division to be the point scorer.
 
3. No wrestler may switch weight classes after the conclusion of the seeding meeting.
 
4. A coach may change their point scorer in a particular weight class only if the original point scorer is a scratch and only prior to the start of competition in that class.
 
5. Points will be awarded in each weight class as follows: 1st-5-points; 2nd-3-points; 3rd-2-points; 4th-1- point.
 
 
 
Wrestlers must have wrestled at least half of their matches in the regular season matches at a weight class entered in the SCC championship tournament to participate. No wrestling down a weight class, but a wrestler may move up one to the next weight class in their age division.
 
The weight classes for the SCC Tournament will be given a 1 pound weight allowance( If you don't make weight, you don't wrestle).
 
One weekend Sat/Sun will be planned and reversed for the SCC Championship. Each year a new team will sponsor the SCC tournament. The SCC tournament will be closed to SCC wrestlers only. These two dates will be set each year at the preseason meeting in October.
 
If a team sponsors one or both of these two days the previous year, and wants a tournament the next year, that team will have last choice. Any team not having one of these days will rotate the previous year and will have preferance. For the first year we will pull the teams from a hat.
 
Rotation for hosting the SCC tournament is to be in the following order:
 
One hundred 100% percent participation is strongly urged by all teams at the SCC tournament.
 
The SCC tournament brackets will be run on the youth format.
 
A bracket meeting for the SCC tournament will be held at least five days prior to the day of the tournament.(Two weeks is preferred).
 
SCC wrestlers must enter the age group that their birth date qualifies them for. No wrestling up, unless approved by executive council.
 
In order to be elgible for any team points, said wrestler must have at least one wrestler from an opposing team competing in their weight class at the time of the bracket meeting.
 
The SCC President and a representive will be present at all SCC tournament weigh ins.
 
The SCC tournament requires a minimun of two wrestlers per weight class. If a weight class has two wrestlers minimum, that weight class will be wrestled and trophies awarded.
 
Round robins in the SCC tournament will be handled as follows: the top seeded wrestler will be placed in the top bracket. He will get a bye the first round. The two wrestlers on the bottom of the bracket will wrestle match number 1 with the loser of that match wrestling the top seeded wrestler in match number 2. If the top seeded wrestler wins match number 2, their opponent is the third place finisher. If the top seeded wrestler loses match number 2, they must wrestle match number 3 against the winner of match number 1. If the top seeded wrestler loses match number 3, they are the third place finisher. The winner of match number 1 and match number 3 is the champion. If the top seeded wrestler wins match number 3, then all three wrestlers have one loss and will wrestle again in the same order as above. If the same results occur, the bracket will be decided using the following criteria: points, quickest pin, and/or first take down.
 
Overtime in the SCC tournament will be sudden death with one minute take down period and a 30 second ride out if necessary.
C. Awards
 
1. A team trophy will be awarded to the first & second place finshishers in the SCC tournament.
 
2. Individual trophies will be given to the top 4 finishers in each weight class for each age division in the tournament.
 
3. Participation awards will be given to all wrestlers not in the top 4 in tournament action. All trophy scoring will be done by the executive council.

VII. EXECUTIVE COUNCIL & SCC OFFICERS
 
A minimun of two SCC meetings will be held each season. The preseason meeting usually in October and a post season meeting in April. If additional meetings need to be called it must be in writing made to the President and include a proposed agenda and must be signed by the requesting member and at least 2 other members so the President can convene a meeting by giving a two week advance notice to all members. Each team must designate their representative to the President in order to validate their seat. Notice to member teams can be achieved by phone, E-mail, website, etc. Meetings are limited two representatives from each team.
 
Each team must have a representative at the preseason meeting. If none is present, and said team has not supplied desired home match dates, home matches will not be scheduled for that team at the meeting.
 
Any new by-laws for the association will be received one month before the preseason meeting for review and to make any corrections or additions.
 
An executive council will be made up of 1 representative from each member team and an executive President and Vice President, and a Secretary if appointed by the executive council. The executive President shall not serve as a team representative.
 
All voting on SCC issues will be done by executive council (A written proxy will be allowed) and determined by a simple majority vote. The executive council President will vote only in cases where there is a tie vote.
 
A second representative from each team is to be named as an alternate. Two representatives from each team may attend meetings. Only one of the representatives may vote or speak on his team's behalf.
 
The Vice President, and Secretary have full voting and speaking privelages and can in fact, be either the representative or the alternate of their respective team. The SCC President can not be the representative or the alternate.
 
Teams absent from meetings, if properly notified of said meeting, will not have a vote on issues decided at said meeting unless a emergency arises.
 
Each team must supply, at the preseason meeting, a list of approved coaches for their respective team. Anyone not on the list will not be allowed to attend match set up meetings, seed meetings, scratch meetings, or coach in the corner at league matches or tournaments. Any changes in coaching staff must be given to the league President.
 
SCC teams will submit a complete roster including a copy of each childs birth certificate to the President 10 days prior to the first match.
 
One coach/adult and one alternate from each team is to be chosen by said team to serve on the executive council.

B. SCC OFFICERS
 
1. President: The President shall be the administrative head. The duties shall include scheduling, supervision of semi-final weigh-ins, securing proper equipment, public relations, and overall conference management. When problems or situations occur, they should be a major factor in solving or correcting them to the best interests of the entire conference. The President is responsible to maintain a non profit business license with the State of W.V. The President shall oversee all collections and keep a accurate account of all SCC funds and the SCC bank account which shall require three signatures . The signatures shall be the President and Vice President and the third will be a alternate which will be appointed.
 
2. Vice President: The Vice President shall assist the President at all his duties & shall keep theirself informed on all current events & policies. In the event of the Presidents absence, the Vice President can act for the President.
 
3. Secretary: If appointed they shall keep minutes of all board meetings, which shall read for approval at the next meeting or forwarded to the board prior to the next meeting. These minutes will be maintained as permanent record. If a secretary is not appointed, the President or another conference officer appointed by the President shall perform the secretary's duties.

VIII. FEES
 
Each team is required to pay conference dues $(amount to be determined before the October scheduling meeting) yearly to cover the expenses of trophies, etc. incurred by the SCC. Entry fees from all teams are to be paid to the SCC President prior to their first match.

VIV. NEW TEAMS WANTING TO JOIN SCC
 
If all teams involved agree on a new team wanting in, the new team will serve a one year probationary period with full SCC benefits, with the exception that said team will not be allowed to vote on SCC issuses during the probationary period. The preseason meeting usually in October is when a new team needs to present their team.
 
Acceptance or rejection of a new team after serving the probationary time will be voted upon by the executive council. One vote will be allowed per team. A team may be on probation longer than one year if the executive council votes to do so.
 
These are the by-laws agreed upon by the members of the executive council. They are to be followed and respected in a fair and sportsmanlike manner. Any situation which may arise, not specifically covered in this Consititution shall be governed by the executive council as day-to-day business.
